저희 조가 선택한 첫 번째 주제는 담뱃값 인상에 따른 흡연율 변화입니다.
정부는 2015년 1월부터 담뱃값을 2,000원을 인상할 계획입니다 그리고 안건이 채택되면,
이것은 2005년 500원을 인상한 후 10년 만에 증세가 이루어지는 것입니다. 정부는 담뱃세를 올림으로써 국민의 흡연율을 낮추고자 하는 목적을 가지고 있습니다. 정부는 특히, 상대적으로 소득이 없는 젊은 층의 높은 흡연율 감소가 이루어지게 될 것을 예상하고 있습니다.

According to the government, the purpose of this policy is to reduce the smoking rate of our nations. especially, the government anticipates that the young generation who has relatively low income will be most affected by this policy.

반대하는 이들은 담배라는 기호식품에 대한 중독성 문제를 간과하고 있다고 말합니다. 담배에 포함 된 유해물질 중에, 이 니코틴이라는 성분의 중독성은 마약으로 알려진 아편이나 헤로인과 맞먹을 정도로 이미 중독된 사람에게는 개인의 의지로는 통제하기가 힘들다고 합니다. 그래서 그들은 중독성 때문에 정부의 정책인 가격인상이 설령, 흡연감소에 효과가 있다고 할지라도, 그것은 일시적인 효과일 뿐 장기적으로는 효과가 없다고 합니다.
however, there are some people who has the suspicion about the effect of its policy. they argue that the government overlooks the toxity problems of cigarettes. among the toxic substances included in cigarette, the nicotine is strong toxic substances comparable to opiates known as drug. once people are addicted to nicotine, it is difficult to control the temptation of cigarette only with personal will. so, for this reason, they insist that even if the policy is effective in smoking, this is just a temporary effect. they believe there will be no effect in the long run.
종합해보면, 두 입장이 어느 정도 타당하기에, 저희는 담뱃값 인상이 정말 흡연율에 영향을 주는지 궁금해졌습니다. 만약 담뱃값 인상이 흡연율 감소에 영향을 준다면, 얼마나 영향을 주는지 가격변화에 따른 폭을 알아보려고 합니다. 우리는 흡연율을 종속변수로 두고. 가격인상을 독립변수로 할 것입니다. 구체적으로, 가격인상을 기준으로, 나이와 관련하여 청소년 흡연율 변화를 알아보기 위해서 변화추이 조사를 진행할 것입니다.
to sum up, both claims seem to be valid in some degree. so, we are really beginning to wonder whether the price rise can actually have an effect on the decrease of smoking rate. if the price rise have influence on the decrease of smoking rate, we want to know how the smoking rate is related to the price change. we will set the smoking rate as the dependent variable and set the price rise as the independent variable. specifically, on the basis of price rise, we will investigate the transition of the change in connection with age to know the youth smoking rate changes.
